Why are there different numbers of zip codes within each rank?

Zip codes are ranked using natural breaks classification, which groups the zip codes into clusters based on similar index values. This method minimizes the variance within a rank, and maximizes the variance between ranks. For more information, see http://wiki.gis.com/wiki/index.php/Jenks_Natural_Breaks_Classification
